Both boats are close-hauled on port tack, standing in towards a shoal shore. H is to leeward and closer to the shore, and will soon need a substantial course change to avoid grounding. She hails 'Room to tack'. R replies 'You tack' — then holds her course and does not give H room to tack and clear her. H has to bear away along the shore, loses several places, and protests.
